Cape Breton Snow Crab License Protest


Paul Fraser's proposal for a Snow Crab License (Scotia-Fundy Region) was ignored by the Department of Fisheries and Oceans (DFO) in Dartmouth, Nova Scotia because of political discrimination. http://pgfraser.blogspot.ca

"You're right Paul, politics has no place in the decision making process at DFO"
This statement was quoted to me in person, from a high profile member of parliament, Michael Ignatieff, former Leader of the Liberal Party of Canada.

2 - Cape Breton Snow Crab Licenses given out to Fishermen (neighbours) from Glace Bay, Cape Breton both connected to politics.
2 - Snow Crab Licenses were to be shared with the "Groundfish Dependent Fishermen" and the "Glace Bay Fishermen's Association."
1 - Snow Crab License holder is the former President of Local 6, "Maritime Fishermen's Union", President of the "Harbour Authority of Glace Bay", representative for the "Area 23 Snow Crab Fishermen" off Louisbourg, representative for the "4VN Community Management Board" - Halibut Fishery, the former Director of the "4VN Sentinel Fishery Association" and his family has ownership in a "Dockside Monitoring Company" administered through DFO.
1 - Snow Crab License was contested in the Supreme Court of Nova Scotia by the "Glace Bay Fishermen's Association."
Another Snow Crab License was given out by the former Minister of Fisheries Loyola Hearn to a Inverness, Cape Breton Fisherman (Gulf Region), non-resident also connected to politics.
Criteria implemented by DFO for obtaining these lucrative Snow Crab Licenses changed to favor current license holders.

Joint Project Agreements

Joint Project Agreements (Contracts) signed by DFO and all of the Snow Crab License holders are fraudulent based on a breach of DFO policy.

Meetings held in Sydney, Nova Scotia by DFO to discuss the development of the "Slope Edge Snow Crab Fishery" off Louisbourg were void because they lacked "no minutes" or "terms of reference."



DFO mailed out invitations to certain fishermen and fish plants contrary to the "New Emerging Fisheries Policy." Meetings with a local politician to request influence.

And the Department of Fisheries and Oceans call this TRANSPARENCY?

  1. The Department of Fisheries and Oceans (DFO) in Dartmouth, Nova Scotia has been conspiring with a few Fishermen from Glace Bay over a long period of time. DFO is enabling and abetting this behaviour which forms a definite "conscious wrongdoing". The end result is that senior management at DFO uploaded their responsibility, and converted this "Joint Project Agreement" or contracts to fish Snow Crab off Louisbourg into a political ideology. The decision to issue Snow Crab Licenses to these Fishermen was clearly based on politics. This constitutes a breach of duty by DFO thus making it a clear and concise case for me based on political discimination.

  2. Paul, I hope that things will progress to the point where private filing of criminal charges can become a common reality. Breach of the public trust by public officials is a crime in Canada. Public officials also lose their immunity from being sued if you can show gross negligence or conscious wrongdoing. I hope you keep pushing toward holding inept, conflicted or corrupt people to account. Myself and many across the land are on your side. Wish we could do more.

Thanks Larry: This type of illegal political maneuvering by the bureaucrats at the Department of Fisheries and Oceans (DFO) in Dartmouth, Nova Scotia is counterproductive to all groups of Fishermen across Canada. Senior policy advisors at DFO collude with Fishermen and fishing groups who agree with their policies and reward them accordingly with lucrative fishing licenses.

  4. If our system was designed to work for the tax payer it would allow for charges to be filed and prosecuted. Unfortunately the syste,m is designed by politicians for politicians, that's what we have to change.

  5. The current system is rewarding certain Fishermen, with connections to politics, these lucrative Snow Crab licenses. This template was designed by politicians Joe, but not for the benefit of all.

The current system of how licences are given out in this part of the Country is so richly entrenched in corruption that it will take a concerted effort by all segments and sectors of the public to express their outrage to these political abuses of power for personal gain to bring this into the public eye and keep it there for a sustained period of time.A failure to keep the public interested(as opposed to informed)in the corruption that is ingrained in our society and will do harm to our children and grandchildren's ability to earn a fair and decent living in the future will ultimatly result in people losing interest in the issue which will lessen their dedication substantaly.The people must be made to understand on a daily basis that this kind of corruption will affect them at some point down the road,either through themselves or their children/grandchildren.This is not a legacy I would want to leave my children.Paul I would be interested in persuing these issue with you if we can find a group of people willing to stay the course no matter how rough the course gets.You can contact me at kevandbeth@ns.sympatico.ca if you are interested and know of like minded people as well.

Time to seize all fisheries buildings in Atlantic Canada again like we did in 1996 under N.S.Fish.contact bold fish the cold water cowboy and SEIZE these building .they are owned by us the tax payer.they cannot change policy without public consultation. We proved that in 1996 no judge would put an injunction on us because of that reason.this is Winston burke buddy.

  12. To be honest with you I do not know anything about fishing licenses but I do know that being a fisherman is dangerous and hard work. As I drove home last night I saw your large sign on a building on Prince Street. I had seen the sign a week or so ago in another location. I have seen you over the years trying to bring attention to you fight as well.All I kept thinking is this poor man and his family has been fighting this fight for so long. When is a Dept of Fisheries Minister going to be compassionate enough to at the very least give you the much deserved (in my opinion) opportunity to look at your proposal. This will take a fisheries minister to be a hero because no other Fisheries minister in all these years would consider doing it.I also hope that more fishermen would stand united with you to help bring attention to your fight. United we Stand...Divided we Fall. I will continue to keep you and your family in my prayers and I sincerely hope your fight will be able to come to an end so that you will be able to spend this time with your family.I can only imagine the stress both emotionally and financially this is having on You.
